Hi CcummingsDT, do you have any other cloud services running on your machine, such as OneDrive?
If so, could you temporarily quit them to see if the Dropbox sync icons appear on the files?

Hello, Walter! Thanks for reaching out so quickly. Since I really needed the files to get local, I restarted Dropbox and during init, it saw the flags to bring those files local and did it just fine.
Sorry I contaminated the test environment!
As for the PC Windows info, it is attached.
I will need to do more work (create some new files and then try to bring them offline (local) tonight. Sorry for the delay.

Here is an example of a file the context menu thinks is already local but the icon for the file says it is only online.
And the system tray icon for Dropbox shows idle (nothing happening)
This is on my office PC, not the laptop, so if you need the Windows info, just let me know.
