Yes, of course Dropbox is running (I referred to in as part of the workaround...)
What I see in the "Open with" depends on the file type I choose, but basically for "Office" type files, it will suggest a choice of relevant Office 365 Online app and Google docs app. Again in my example of a doc/docx file, it would show Open in Word Online or Google Docs. For an xls it would suggest Excel Online or Google Sheets...and so on.

In terms of what it says in the status bar when I hover over it, it says Dropbox 111.3.447 | Up to date

In this case, have a quick look through this article, which mentions a few things to check if the "Open" button doesn't appear.
Also, have you tried manually enabling Flash on your browser? Maybe that will do the trick.

Thanks, I've been through that post and others on similar topics. None of it is helpful.
In Chrome 87, there's no manual enablement of Flash - it's supposedly built-in. I've checked in the other browsers and it's enabled by default. As I said, I think the issue is that with M1 Macs, Apple may have disabled Flash support altogether because Flash support ends this December.
I believe Dropbox has to come up with another solution that is not reliant on Flash to enable this feature so I would raise it with the dev team in terms of when that's likely to occur?!?
