At this time, you can only create top-level folders through our website, like Megan mentioned above.

Hi, Hannah. 25+ year software developer here. There's an adage in development that is "Just because you can, doesn't mean you should". Requiring users to log into the website just to add a folder is cumbersome, a waste of time, and is NOT necessary. This requirement falls under that adage.
If Dropbox is seeing complaints on this forum, that means there are MANY more people frustrated that you're not hearing from. They're just not taking the time to create a forum profile.
If your company wants to keep customers in a highly competitive market like this one, I would suggest making your software as easy to use as reasonably and securely as possible. In a market where OneDrive is constantly in everyone's face on Windows, Dropbox should probably find a way to mitigate that element, and not give users a desire to switch to OneDrive (or other competing products).
Listen to me, don't listen to me, either way is fine. But OneDrive doesn't make me jump through these hoops when I use it in my 9-5, and now I'm mulling the possibility of saving a lot of money by switching.
