hello everyone. I'm from Ukraine and had the same issue. It started last week. As mentioned above, change of DNS servers in Network settings helped. But pay attention: google as many different DNS as possible, because some of them work and some not during different periods of time. I just regulary switch them when have need to use dropbox. Can't tell why it is happening, but i think it is something on Dropbox side. Because this is the only website which doesnt work correctly on my PC.
Advice: after changing dns wait for 1-2 minutes and only then try to access Dropbox.
My experience here: https://www.dropboxforum.com/t5/Dropbox-files-folders/err-connection-refused/m-p/601092/highlight/true#M233364
Also when enter to Dropbox with anothe DNS don't forget to make few tries to upload/download files (if 1st try isn't successful). Sometimes i just wait for 30 seconds and try again, and it works. And sometimes one more change of DNS is needed.

Hi all,
As we can see, the problem does exist (or at least existed). For now I have access to the Dropbox (changed the DNS from 8.8.8.8 to my local provider address), via the Dropbox client as well as via browsers. But I believe the solution with the tossing of the DNS servers is not what we have to do. Some sort of permanent solution to this problem is expected from the Dropbox team.
Maybe the solution is found already and today's normal access to the Dropbox is the result of it - who knows...
Cheers,
Dmytro,

Today have access to Dropbox via default DNS too, but uploading/downloading files doesn't work for now.
DNS given by my Internet Provider is 193.106.144.6.

06.06.2022 in the morning didn't worked, but starting from 10:00 approximately everything works fine including uploading/downloading.
