Hi Nancy F.1, let's jump right into this!
The limit for a Basic account is 3 devices, not 4. So, essentially you wouldn't be able to do what you mentioned, no.
To add a new device, you'd need to unlink some of your current devices, not simply sign out of them.
Unlinking a device from your Dropbox account means that Dropbox will no longer sync changes to the files and folders in the Dropbox folder on that computer, tablet or mobile. Basically Dropbox is turned off for that device. Rest assured that no files or folders will be deleted from your Dropbox account.

The basic account needs to be for (4) devices, as everyone has a home PC, laptop, phone and iPad. Is Dropbox considering doing this, and what is the timeline? Thanks.

Not everyone has a desktop, laptop, phone and tablet. In fact I'd wager very few, comparatively speaking, have all of those devices.
It's doubtful that Dropbox will be increasing the limit of linked devices on a Basic (i.e. free) account. If you need to link more than three devices, upgrade to Plus for a month ($9.99), link your extra devices and then downgrade back to Basic. The extra devices will remain linked to your account as long as you don't unlink them or reinstall the software.
