I'm having the same issue as OP:
"Can’t share file
We’ve suspended your sharing activity because of a violation of Dropbox’s Terms of Service and Acceptable Use Policy, and Terms of Service or Services Agreement."
I have no idea what file(s) this would be, and don't know that I've received any email notification specific to this issue. I'd happily remove any violating content to have sharing restored.
