I need a phone number to call customer support
I am getting billed for a premium account but all my access online is the basic account. I need to talk to a live person. Does anyone have a phone number where I can reach a real life person.

There is no phone number. Only Business accounts have access to phone support and it's through a callback initiated through their admin console.
You'll need to contact Dropbox Support directly. Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
Dropbox cannot charge you if they don't have your billing information. If you've been charged and didn't give them your billing information, then someone else has and you should be contacting your bank.

phone number under Teams & Admi is an option so what is it?

When you are logged in to an account with it you are given the option to input a number and somebody calls you. There is no inbound support available.
You can do that at www.dropbox.com/support.

apple has been billing me for the past year ( and I just noticed ) for drop box plus, but, for the last year, drop box says I no longer have plus and needed to upgrade - couldn't explain this to the chat bot lol. Has anyone found a phone number? I dont want to re-enter credit card info since I'm already being billed.

There is no phone number. Phone support is available to Business customers and it's handled via a callback initiated through the account's Admin console. All others can find the support options available to them on the Support page.
You can try contacting Support, but since you're being billed by Apple you really should be contacting them. Dropbox won't have any information on your payments as it's Apple that processes them. It sounds possible that you upgraded a different account than the one you're using.
Have you tried contacting Apple in order for them to help you locate where the charge is coming from?

Hey Dropbox support. I can't access my basic account with ALL of my information because my company stopped their email accounts. How can I get that account tranferred to another email? I can't access that old email to "verify" it as required. The chat bot doesn't help. Your canned help center doesn't help. you have NO phone numbers to call. WTF?! Why would I pay for your other plans when you treat your basic users like old discarded rubbish?! I have been with you since your inception. Baadddd business model you have adopted.

Phone support is currently available to paid Business teams, foodservices .
If you check your bank statement though, are you seeing direct Dropbox charges or a payment coming from Google Play/iTunes?

To find out what email address was used or associated with your Dropbox account that got charged with the monthly $11.99 subscription , kindly click this link and fill out the blank fields provided and hit on Submit. So long as the information you provided are all correct ( like the transaction id must be 12 digits combination of numbers and letters ) then you should be able to see the details of the charge , and from there, once you have the email address, you can already attempt to log in to your account and review carefully whether it was you who subscribed on the plan either uintentionally or whatnot , and can decide your next plan of action : https://www.dropbox.com/payments/find_receipt .
