Fix actions overlay covering up comments in RTL languages
When commenting on a shared file, the comments are being overlayed by the action buttons on hover,
so when hovering to resolve a comment you cant see if its the right comment.

When clicking on a comment, I need to copy/paste certain words from the comment. However, when hovering over the comment to copy words on the right side, the row of 3 icons pops up and covers up the text I need to click on. Clicking in the area results in one of the icons being clicked instead. There is a very thin window of maybe 2 pixels underneath the row of icons where I could click on the text area instead, but that was not ideal. Recommend rearranging icons to not block the comment text.

Agreed! The icons are blocking comments on hover, which is frustrating when you need to copy the text behind the icons.

I cleared the cookies and site data for Dropbox.com before testing this and signed in again. The buttons still show up on hover for me and cover part of the comments:

My icons now disappear if my cursor is not in the comment box, but when it is in there, the icons do still cover text. So, for languages read from right to left, I can imagine how this would be really annoying.
