This drove me crazy too. I updated the Dropbox app, signed out of Dbx, turned off my phone for a minute, turned it back on, signed into dbx and it worked. Hope this helps someone else:)

I believe this is a matter of root permissions! At least it was for me.
iPhone 11 Pro, IOS 14.2, Safari browser
What DIDNT work:
• clear browser cache
• reset DNS
• turn off add blocker
• Hard reboot phone
• turn off/on phone
• log out/in Dropbox
• reinstall Dropbox
What DID work:
• try another random PDF file from online - OR -
• Save PDF file to Adobe Reader, then from there(!) save to Dropbox
Note: I realised the files I could not save was all “personalised files” (EU Corona passport with personal ID), (list of my current insurances as online pdf file from my insurance company).
At least mine had a temporary address in the address bar named
“ https://c9-root-proxy-s3binaries-11xyqgskelu1c.s3.eu-west-1.amazonaws.com/“(...something).pdf”.
That led me to believe this error is related to temporary permissions.
Hope this info will help someone else!!
