Hey Rothman and Company, sorry to jump in here.
If you go to the content tab in your admin console, are you able to create a team folder from there?
If you can do it from there, but not the all files page or your main Dropbox folder, you might have the top-level content management setting set to "only admins".
Setting this to "everyone" should allow you to create folders from "all files" and your Dropbox folder.

Hi Rothman and Company, thanks for bringing this to our attention.
Are you trying to create a private folder, shared folder or team folder on your account?
A screenshot of the greyed out Create button on the site would be helpful, along with where you're creating it.
This will help me to assist further!

Hi Hannah, i am having the issue here on the desktop app. I have already set the permission to everyone, but on my PC whenever i try to create a folder in teh top level, i cannot see the full right-click drop down, and then i get an error saying destination folder access denied. However i have set our company top level setting to ALL. please help.

That worked, thank you. In the circumstances, I left the setting as is, but created the folder I wanted from the Content page.
