Super User IIMatthew - why would you use a shared folder if its a one way download you are asking them for? Use shared links - https://help.dropbox.com/files-folders/view-only-access
By using a shared folder you are also letting everybody see everybody elses tenders.
If you want them uploading to Dropbox use 'Requests' - www.dropbox.com/requests
