Lost my phone and can't receive verification code
I can't access my account because i loss my old mobile. two step verification code not received on email

That's bad, did you set-up two step verification with your phone number? If yes, what country?

Did you enable Two-step verification on your account? If so, you would have received emergency backup codes that you can use to get back into the account.
If, however, you didn't enable two-step verification and Dropbox is just sending a security code to your email address instead, then you'll need access to that email address in order to receive the code.
