Yes that's true. An alternative is to install a user agent switching plugin. I can't vouch for any, but something like this: https://chrome.google.com/webstore/detail/user-agent-switcher-for-c/djflhoibgkdhkhhcedjiklpkjnoahfmg

Alphabetical sorting of files and folders on a Mac is a personal preference. OS X provides an option to the user to keep the folders on top.
Regadless of the platform or application, the user should always have this option.

This is posted in the wrong forum - it's the Desktop app issues forum. Maybe that's why the right people at Dropbox aren't seeing it?
Anyway, I came across this when I noticed the same issue on my Mac. I was able to get around it by just changing my user-agent.
It'll be different in every browser, but in the latest version of Chrome for example:
- Click the 'three dots' menu icon at the top right
- Go to More Tools -> Developer Tools
- There should be a section at the bottom with another 'three dots' menu on the left, if not, press Esc to show it
- Press that three dot menu, then select 'Network conditions'
- Change the user agent option to something Windows based (I just used the latest version of Chrome on Windows)
- Keep the Developer Tools window open, and refresh the page... voila!
Hope this helps others until Dropbox adds an option for this behaviour.

I can't find the menu/option you're talking about. Could you provide a link to that page, assuming it still exists?
