Hi mahd groub
I'm afraid there is no way, at all, to do this via Dropbox - files that are permanently deleted are exactly that permanently deleted with no chance of recovery. The only way of getting these back is on a device that has not yet sync'd to Dropbox (employee laptop maybe?) OR your company backups.

I made a little video for my sisters for Valentine's Day in 2018. Was efficiently cleaning out Dropbox files this past week, then permanently deleting the trash, and it must have been in among those deletions. Help! I'll never be able to recreate this again, and it is simply sentimental. Hope someone can help. Dropbox says they keep deleted files for a Basic Plan for 30 days.

Deleted files are recoverable for 30 days. Permanently deleted files are deleted... permanently. I'm afraid there's no way to recover it.
